A key objective of the TDRP is to facilitate learning on demobilization and reintegration. The TDRP is liaising with research institutions and practitioners to carry out analytical work. This work is shared during seminars and forms the basis for enhancement of current programs or new programs.

During this quarter the TDRP made significant strides in supporting planning for the next phase of the African Union DDR Program (DDRCP) and has also continued to provide technical and financial assistance at the country level in CAR, DRC, Mali and South Sudan. Knowledge management support has also been provided to Yemen. This report contains brief updates of work undertaken at country level over the last quarter and a more in depth profile is provided of our work with the African Union (AU).

During the third quarter, TDRP activities covered technical assistance, operational and financial support in Central African Republic [CAR], Democratic Republic of Congo [DRC] and Republic of Mali, in addition to the ongoing assistance provided to the African Union [AU] Peace and Security Department in coordination with the United Nations Department of Peacekeeping Operations.

Activities delivered through the African Union DDR Capacity Program [AUDDRCP] centered on coordination for Phase II of the program and preparation for the Experts' Workshop on New Priorities and Emerging Issues on DDR. In the Central African Republic [CAR], discussions are currently underway for Bank involvement through a community-based socio-economic reinsertion program and a corresponding policy note has been produced for the country wide CAR Policy Notes. Meanwhile, reinsertion processes are being operationalized in the Democratic Republic of Congo [DRC] and Republic of Mali for their respective projects.

From 13-14 July 2015, the African Union Commission (AUC) convened a methodology workshop on the collaborative assessment of non-state armed groups in Addis Ababa, Ethiopia. The meeting was organized as a follow-up from the main outcomes agreed upon from the 4th African Union Small Arms Light Weapons/Disarmament Demobilization and Reintegration (DDR) Steering Committee Meeting held in Lusaka, Zambia from 8-9 December 2014, where a concept paper on "Assessment of Non- Non State Armed Groups (NSAGs) and Advancing Stabilization, DDR, and Cross Border Security and Development Efforts on the African Continent" was presented, and discussed.

On May 12-13, a workshop on the development of an AU DDR compendium and DDR training manual was convened by the African Union Commission (AUC) in collaboration with the United Nations (UN) and the World Bank (WB) in Addis Ababa, Ethiopia. The workshop brought more than 20 participants, including AU staff from Head Quarters and AU field missions, Regional Economic Communities (RECs), Centers of Excellence, UN and WB representatives. The focus of the workshops was to present and discuss the process, approach and methodology for the development of an AU DDR Compendium and Training Standards.

During the third quarter of FY15, as per the agreed task-team recommendations with the DDR/SALW steering committee AU DDRCP has developed the documentations required to conduct the Non- State Armed Groups study, including terms of reference, draft operational plan is prepared to undertake the study on Non State Armed groups, and a concept note that clearly outlines the objectives and outcomes of the upcoming workshop on NSAGs.

In the second quarter of FY15, TDRP team participated in the South-South DDR Knowledge and Experience Exchange Study Tour held in Kigali, Rwanda. African Union convened a training workshop on DDR in Addis Ababa to support the advancement of DDR efforts in Somalia. TDRP concluded the Pilot Reintegration Project of South Sudan in this quarter. A victimization survey was conducted in Juba, South Sudan in order to explore the operational linkages between DDR programming and violence prevention.

South Sudan DDR Pilot Reintegration Project – Findings, Lessons and Tools for Future Use

The Republic of South Sudan National DDR Commission (NDDRC) together with the TDRP conducted the Pilot Reintegration Project from 2013-2014 with the overall aim to test reintegration approaches and modalities and develop actionable lessons to inform and improve the Republic of South Sudan’s future DDR programming.  At the same time, the pilot was to develop tools for use in future DDR tranches and enhance the capacity of NDDRC staff and systems. The TDRP is pleased to present here all documentation on the process, activities and lessons learned as well as all manuals, curriculum and training materials developed throughout the pilot.

South Sudan DDR Pilot Reintegration Project – Findings, Lessons and Tools for Future Use

The following report presents the key learning that emerged from the Republic of South Sudan’s 2013-2014 Pilot Reintegration Project. The Pilot Reintegration Project was conducted with the overall aim to test reintegration approaches and modalities, and to develop actionable lessons that can inform and improve the Republic of South Sudan’s future DDR programming. The reintegration portion of the pilot DDR programme was managed by the World Bank’s Transitional Demobilization and Reintegration Program (TDRP) in close coordination with the National DDR Commission (NDDRC) and through financial support from Kreditanstalt für Wiederaufbau (KfW).

In May, TDRP participated in the DDR Meeting in Libya and carried out a DDR mission to Bamako, Mali. TDRP continued its technical assistance as part of South Sudan DDR Programme. TDRP carried out the last implementation support mission to Burundi with a special focus on project closeout in June. A team of TDRP staff and consultants continued work on the ongoing technical assistance to DDR III in DRC.

A comparative study exploring dynamics and results of reintegrating ex-combatants in five different countries (Uganda, Rwanda, DRC, RoC, and Burundi) of the Great Lakes region (GLR). This study uses a cross-country comparative approach capitalizing on survey data collected between 2010 and 2012 from nearly 10,000 ex-combatants and community members across the GLR.

Climate change is one of the most pressing development issues of the 21st century. The negative consequences of climate change are already observed in many countries and severely impacting the livelihoods of millions of people but especially those of the poorest. In addition to the loss of livelihoods, two of the most serious consequences of climate change include migration and conflict. This preliminary exploration investigates the linkages between climate change and conflict, focusing on the youth cohort living in the most vulnerable rural areas. In particular, it looks at the causal chain between climate change, migration, and conflict. The study investigates this causal chain in the context of the Sahel region and suggests policy options to prevent youth from engaging in conflict and crime.

In the last quarter of 2013 TDRP participated in Global DDR Summit that was held in December 2-3 in Colombia. African Union DDR Capacity Program Consultative Workshop was held in Addis Ababa. South Sudan Pilot Reintegration Project completed Phase I activities. TDRP's pilot DDR Facebook paged reached 18,000 followers. 2012 Great Lakes Peace Cup Tournament was awarded with second place in Peace & Sport Awards in Monaco.

In March 2013, a team of TDRP consultants led by Dr. Anthony Finn carried out a mixed-methods survey of DDR vocational training in Rwanda. The objective of this research study was to explore the efficacy and sustainability of the outcomes from vocational training delivered in DDR programs.

Originally hailing from Uganda, the Lord’s Resistance Army (LRA) has morphed into a regional menace over the years. This preliminary assessment covers areas affected since regional military action against the group resumed in 2008. Currently, affected and threatened areas are in the tri-border area of the Republic of South Sudan, the Democratic Republic of Congo, and the Central African Republic. The specific objectives of this preliminary assessment are to provide a basic understanding of the social, economic and governance conditions in the LRA-affected areas and to develop a vision, strategy and plan of action to respond to the reintegration, stabilization and development challenges in the area.

In the third quarter of 2013, TDRP obtained its programmatic extension till December 2015. The South Sudan Reintegration Pilot Program entered its reintegration phase. A seminar on Children Affected by Armed Conflict and UNSACR 1325 was convened under the African Union DDR Capacity Program. The final evaluation of the empowerment of social–economic associations pilot project was conducted.
